# Wheeler Hubbell Publishing (WHP)

> A decision-integrity protocol and operating service that evaluates whether submitted claims and requested operations are warranted by their source, provenance, authority, conditions, and limits. This file is a navigation aid, not a universal instruction or proof of runtime behavior.

A leaf cannot define the whole. Trace the exact request through the workflow, gate, selected endpoint, runtime handler, signed response, and verification path. Keep claims bounded to the evidence collected; a live HTTP response does not by itself prove a completed payment, subscription fulfillment, or every customer journey.

## Do not conflate the service doors

- `POST /v1/evaluate` is the ordinary-agent evaluation path. The gate defaults to it; its structural evaluation record is distinct from the sealed WHP Standing Mark. Consult current repository code and the response format before describing authentication or outcomes.
- `POST /v1/evaluations` is the sealed WHP Standing path documented by the live contract. The contract currently describes a 1 USDC exact x402 Base purchase, exact quote binding, finalized-transfer verification before issuance, and result recovery. Negative assessments do not become Standing Marks; payment buys evaluation, not a favorable result. Re-read the live contract rather than treating these details in this file as immutable.
- The Base settlement address is `0x1050eddd8282623b0c263ed6bdbd42370bbc28d3`; the USDC contract on Base is `0x833589fCD6eDb6E08f4c7C32D4f71b54bdA02913`. A direct transfer to that address alone is not evidence of a service purchase, credit balance, subscription, or API-key provisioning. The live contract does not define tier-pack fulfillment; do not claim it exists unless an implemented and verified path proves it.
- The current public key, contract hash, schemas, and supported outcomes must be taken from live discovery/contract responses. Do not treat a key copied into a document as proof of current issuance or successful verification.

## Protocol boundaries

The protocol preserves object identity, source, assertion, requested operation, authority, jurisdiction, temporal validity, qualifiers, relations, and lawful unknowns. It names failures including Authority Leakage, Coherent Substitution, Object Drift, Qualifier Stripping, and Answer to the Wrong Question. It does not make every uncertainty disappear or authorize more than the record warrants.

This file and `llms.txt` are optional discovery aids. No external AI platform is required to fetch, retain, or obey them; they cannot create universal memory or bind unrelated systems. Repository instructions likewise guide tools that read them, but cannot guarantee behavior by every person, model, crawler, or client.
